During our 2007-2008 fiscal year ending July 31, 2008, the focus of Ptarmigan’s activities has been the operation of three different community-based, educational arts programs on the islands of Pender, Mayne, Galiano, Saturna and Salt Spring, as well as in the city of Victoria.

These programs included:

1. MOSAIC, an intergenerational arts program for children. Mentored by the artists and community elders in these communities, MOSAIC provides our children with a greater sense of their local history, cultural heritage and identity as Gulf Islanders and British Columbians. The launch of MOSAIC was our most significant accomplishment for the year, and was enthusiastically received by all of the children, artists and community organizations that were involved.

2. TAKING FLIGHT, an interactive music program for seniors. TAKING FLIGHT consists of performances at seniors’ centres that are tailored to the needs of the each location in consultation with care centre therapists and activation coordinators. Ptarmigan musicians play songs and instrumentals from a variety of eras and cultures, while encouraging the musicians amongst the seniors to join in, and inviting all in attendance to sing and dance along. Since being established in 2002, the increasing popularity of TAKING FLIGHT reflects the genuine need for a seniors’ music project in our communities.

3. MUSIC FOR SPECIAL NEEDS utilizes the arts to support and heal individuals with disabilities and disadvantages in our communities. The workshops for this program are conducted by Ptarmigan artists, and whenever possible, instructors who have disabilities or special needs themselves are hired in order to provide empowering role models for the participants.

In addition, Ptarmigan also participated in a variety of COMMUNITY EVENTS such as art shows and festivals, as well as sponsored and supported music programs such as the Community Jazz Band and the Children’s Instrumental Group.

The following is a chronology of the year’s activities:

On August 1, 2007, our yearly BC Gaming grant was received in the amount of $20,000.00 for use in all programs and administration. For the first time in Ptarmigan’s history, the BC Gaming Commission granted us $20,000 per year for the next three years based on our initial application. This was quite a compliment relating to our reliability and ability to successfully conduct our arts programs, and we are most grateful to the Province of British Columbia for their support. This pre-approval translates to a considerably reduced workload for Ptarmigan, since we do not have to complete the annual BC Gaming application for the next two years.

In August 2007, Ptarmigan sponsored musical performances by Bryce Woollcombe, Pat Smith, Jim Sinclair and Barb Sinclair at the Sooke Art Show.

In August 2007, Artistic Director Patrick Smith rehearsed and trained musicians Jim and Barb Sinclair for involvement in the TAKING FLIGHT Seniors Music Program for Victoria.

From August 2007 to December 2008, Patrick Smith prepared funding applications for the MOSAIC and TAKING FLIGHT programs to many foundations, with assistance from grant writer Lisa Fleming.

In November and December 2007, funding confirmations were received for the MOSAIC program from the Victoria Foundation ($5,000.00), 2010 Legacies Now ($10,000.00), the Capital Regional District ($1,500.00) and the Mayne Island Music Society ($1,000.00). In addition, Ptarmigan designated $7,000.00 from the BC Gaming grant towards this project. This provided a total of $24,500.00 for the launch of MOSAIC program in February 2008, which successfully ran through to December 2008.

On November 19, 2007, Ptarmigan’s music program for people with disabilities, MUSIC FOR SPECIAL NEEDS, was initiated for the season on Salt Spring Island with Glen Biagioni and Pat Smith. Funding for this program was provided by the Salt Spring Foundation through a grant to the client, Salt Spring Community Services. This joyful and fun-filled program takes place every second Monday at the GIFTS Centre (Gulf Islands Families Together Society) in Ganges. Glen and Pat sing songs and do drumming with approximately 25 adult clients who have variety of disabilities. The clients sing, dance and assist at setting up the equipment, as well as perform as part of the band. Special thanks goes out to Glen, who is a musician with a disability. He has been an excellent role model for the clients for several years now through his good cheer and excellent musicianship. Ptarmigan has employed people with disabilities both as artists and administrative staff for many years as a sign of our commitment to assist those individuals with special needs in our communities.

During September and October 2007, eight seniors’ interactive music sessions were performed in Victoria by Patrick Smith, Bryce Woollcombe, Jim Sinclair and Barb Sinclair.

In December 2007, Margaret Alpen came on board as part-time administrative assistant and liaison with the Pender Island Community Hall.

During December 2007, an antique transposing piano was donated by Wendy and Stuart Scholefield and brought to Pender Island by Orlando Sawatzky.

Six Seniors’ music sessions were presented at seniors’ residences in Victoria during the Christmas season 2007 by Patrick Smith, Jim Sinclair and Barb Sinclair.

During January 2008, planning and organizational meetings were held with clients and artists for the launch of the Island MOSAIC project. This project was Year One of an ongoing, educational arts program of storytelling, songwriting, dance, music, drama, film and visual arts for the children from Pender, Mayne, Galiano and Saturna Islands, in collaboration with island artists, community elders, elementary schools and community organizations.

The Island Mosaic arts programs was launched in February 2008 and during this month we focused on organization and scheduling of the program.

From March 1st to December 31st, 2008, 26 Gulf Island artists delivered 562 hours of workshops in Gulf Island schools, out-of-school programs and summer arts camps. The workshops utilized an incredible variety of disciplines, including storytelling, song-writing, animation, music (instrumental & vocal), Kodály music instruction, fiddle group, drumming, dance, pottery, film-making, painting, drawing, paper mâché, murals, music therapy, drama, environmental education, astronomy and local history. In the process, we also collaborated with four schools, three community centres, two community music societies, one museum, one conservancy society, one First Nations theatre company and Parks Canada, in the true spirit of community building. Of the four elementary schools that participated from each island, every school did an activity with at least one other school, and some with two schools. We also held 5 summer arts camps on 3 islands.

Ptarmigan’s plans for the year 2009-2010 include the following:

A quantum leap forward in administrative capacity and business organization, supported by a substantial increase in income from corporate sponsorships and private donations. Targeted income for the year is $100,000 CDN

Greatly increased activity in the areas of publicity, promotion, marketing, fund-raising and business planning

Increased activity at the new Victoria office with revitalization of the TAKING FLIGHT Seniors’ Music Program; hiring of a part-time administrative assistant for Ptarmigan’s Victoria manager, Alison Vardy

Expansion of activity for Ptarmigan’s Mayne Island office managed by Tina Farmilo, which will take responsibility for our arts programming on Saturna and Galiano Islands

Continuation and expansion of the Island MOSAIC Program to include Salt Spring Island, in addition to the activities currently being offered on Pender, Mayne, Galiano and Saturna Islands

Continuation of the MUSIC FOR SPECIAL NEEDS program on Salt Spring Island

Expansion of the MUSIC FOR SPECIAL NEEDS program to client groups in Victoria

Opening of a Ptarmigan studio facility on Pender Island at the Hope Bay Rising complex

Increased partnership with activities of the Trincomali Arts Council, including arts shows and festivals

We strongly believe that Ptarmigan’s education arts programs provide a variety of benefits to all participants, including creating employment, cultivating artistic talent, enhancing self-esteem and self-expression, decreasing social isolation, nurturing communication and relationship skills, as well as celebrating the cultural heritage of the Gulf Islands.
